OFFICIAL MINUTES OF FALL CABINET MEETING CONVENTION
Held At Shelburne on September 27th, 2008
The meeting was called to order at 9:00 am by District Governor Peter Wallis with 208 Lions representing 47 Lions Club in attendance.
The Meeting opened with the singing of O'Canada, the Lions Invocation and a minute of silence in memory of deceased members of the Lions family and for World Peace.
DG Peter welcomed all Lions to Shelburne and commented on the fine job the Shelburne Lions did in hosting the event last evening. Floor was turned over to Lion Mary Hartley who also welcomed the Lions to Shelburne. She also went over various rules and regulations around the school and mentioned the breakfast at the Hall on Sunday.
VOTING PROCEDURES
Constitution & ByLaws Chairman PDG Charles Uhlman explained who was eligible to vote and that the red delegate cards would be used for today's meeting.
APPROVAL OF AGENDA
DG Peter introduced the head table and asked for any additions to the agenda. Five items were added.
Moved by ZC Peter Reid, Seconded by PCC Mike Gibbons the agenda be accepted. CARRIED.
APPROVAL OF DGO MINUTES
Moved by PDG Earl Einarson, Seconded by Lion Laurie Campbell the minutes be accepted as circulated. CARRIED.
OLD BUSINESS
(a) Amherst Convention Report - ZC Walter Jones presented report showing attendance of 350 and a loss to the Club of $65.43
(b) DGO Report - KL Peter Jeffery presented his report showing 125 Lions present at the Noon Luncheon with a profit of $274.54. $130 was donated to the Lions Foundation of Canada from the Tail Twister fines.
(c) Long Range Planning - PCST Ken MacKenzie - Notice of Motion as printed in the minutes of the DGO Meeting.

(d) Peace Poster Trophy - PDG John MacFie - trophy has been located & he is looking for updates for the years 2002 - 2008.
ZONE CHIRMAN REPORTS
(a) Eleven Zone Chairmen passed in reports to District Governor.
DISTRICT CHAIRMAN REPORTS
(a) SightFirst II - PCC Mike Gibbons gave his final report. Forty Six Clubs in District contributed. Total funds collected worldwide was $200,329,000.00
(b) District SightFirst II - Lion Gary Langille presented banner patches to AFR, Coldbrook & Dist., Dartmouth, Milford & Dist. And Sackville Lions Clubs and thanked everyone for their efforts. DG Peter thanked Lions Mike and Gary for their work with project.
(c) NS Lion - DG Peter, on behalf of PDG Gordon Johnston,advised this is 40th year for NS Lion. Next issue will be out in December.
(d) 2007-08 Bulletins - Lion Joan Jarvis. Bulletins for last year have been judged and winner will be announced at Noon Luncheon.
(e) Diabetes Awareness - Lion Roger Natarajan. $24,000 collected for Camp Lion Maxwell. He encouraged Clubs to look at presenting a Harry Newman Award.
(f) District Pins - Lion Don Poirier. Sales are down somewhat - $157.00 turned in to CST.
(g) Drug Awareness - Lion John MacDonald reported that a couple of small changes had been made and information was mailed out to all Clubs.
(h) Web Page/ International Director Fund - PCST Les Sanford. ID Fund collected $1,822 last year. Revised e-mail Directory was sent out to all Clubs.
(i) Environmental - Lion Reg House. Photo contest was completed � thanks to all who participated. A Speakers Bureau is being set up and he will advise Clubs when this is done.
(j) Speech and Hearing - Lion Nancy Veinot updated Clubs on status of Speech & Hearing clinics around the province, who needs them and encouraged Clubs to budget money to assist the hearing impaired.
(k) Lions Services for Children - Lion Dallas Moore. A Meeting will be held at 10:00 concerning the medic alert project.
(l) NS Lions Foundation - PCST Ken MacKenzie gave a brief history of the Foundation and presented year end audited report.
(m) Peace Poster Contest - Lion Alice Neiley. encouraged Clubs to get poster information to schools and have finished posters sent to District Governor.
(n) Postage Stamps - Lion Rhonda Tricket presented a report showing seven Clubs participating and 6130 stamps turned in.
(o) Public Relations - Lion Leonard Bugbee. Reminded Clubs of seminar at 10:45 and that handouts had been sent out to all Clubs.

(p) Membership - Lion Gerry Morine - membership in District remained steady over the summer. Encouraged Lions to bring in new member.
{q) Extension - Lion Peter Jeffery. He is looking at putting on a seminar in the future and asked that he be contacted if you are working on a new Club.
(r) Leadership - PDG Charles Uhlman for PCST Bob Dean informed clubs of upcoming Lions Information Sessions and reported they had excellent turnout at the Zone Chairmen's School.
(s) Women's Membership Development-Sharon Dykman-1,794 Lions in N-2 of which 336 are women. Still 16 Clubs without female members.
(t) LFC-Sharon Dykman. Presented report on the Foundation sales booth, what is available and where proceeds go. May 31 is Walk for Dog Guides and then Clubs participated last year � would like to see more this year.
(u) Sight Conservation -ZC Peter Reid- Since his last report he has received eye glasses, lenses and cases from 13 Clubs.
(v)Youth Outreach- PCC Bob Lyle thanked everyone for supporting the Q Bear raffle sales and mentioned that there may be a Quest workshop in the Valley this year.
(w) District Eye Project - PDG Evie Morine- Almost entire amount of $25k has been collected and she is waiting to hear from LCI on matching grant. Anything above the $25k will be donated to the Eye Care Centre.
(x) Lions Foundation of Canada Director - PDG Earl Einarson. Reported on the changes going on at the Foundation, Memorial Forest and the progress we made last year. During past year, we raised funds for 4 CVC Dog Guides, 1 HED Dog Guide and completed donations for 4 SSD Dog Guides.
PDG Alex Hancox took the opportunity to announce the winner of the Scrap Book Contest and presented the Trophy to the Mahone Bay Area Lions Club.
(y) Speakout - Lion Dennis MacDonald. Reported on letter sent out to Clubs concerning the Speakout and he will be sending out Zone Speakout packages shortly.
(z) Advertsing - NS Lion - PDG Sid Francis. Letters have been sent out to all Clubs concerning advertising. Last year, we collected approximately $4000.00
FINANCIAL REPORTS
(a) 2007- 08 Audited Financial Report - Lion Ed Merry presented report along with comments on various aspects.
Moved by PCST Ken MacKenzie, seconded by PDG Alex Hancox that we accept the report as presented. CARRIED.
(b) 2008 - 09 Budget Forecast - Lion Ed Merry also presented forecasted budget for 2008-09 and explained reasons for various entries.

DG Peter read letter from Lions Clubs International concerning Lions Day at the United Nations.
NEW BUSINESS
(a) February Cabinet Meeting - ZC Peter Reid presented information on eh upcoming February Cabinet Meeting in Eastern Passage Cow Bay. Information has been sent to all Clubs.
(b) MD Budget - DG Peter brought up the subject of the proposed MD Budget and how we ended up in position we are. He would like to form a Committee to look at issue and make recommendation on how to reduce budget.
Moved by ZC Peter Reid, seconded by ZC Jack Falconer the District Governor set up such a Committee. CARRIED.
A dues increase is also part of the proposed budget.
Moved by PDG J.J. O'Reilly, seconded by VDG Mark Durnford we give direction to District Governor Peter Wallis to vote against any dues increase at Multiple District N. CARRIED.
(c) Lion Laurie Campbell advised Lions of a youth in Sackville who has a rare illness and requested support from any interested Clubs.
(d) Environmental Photo Contest - Lion Reg House announced the winner was Zone 6 with a picture taken by VDG Mark Durnford. Will be forwarded to Multiple District.

Here we are with fewer than two months left in the first half of our Lions Year. My how time flies when you’re having fun. As of today, I have completed exactly half (34) of my official visits to the clubs of the district. Travel to date has been very good except for last Wednesday evening with my visit to the Hantsport & District Lions Club when we had our first snow of the year which tied up traffic in different areas.
FALL CONFERENCE: The Multiple District Fall Conference was held in
LIONS SERVICES FOR CHILDREN: Chair
MEMBERSHIP: Fellow Lions, we are having a very difficult time with membership in our district this year. We are presently sitting at 1765 Lions, down 39 from July 1st, 2008. If we continue at the present rate of decline, we will have less than 1700 Lions by the end of June. I am asking each club and each Lion to work hard to bring good quality members into your clubs. It is very important to do that because each new member you bring into our organization will provide you with one more set of hands to help out with your community projects and fundraisers. So Lions, lets turn the tide on this decline and turn it around for an increase of new members.

CLUB DUES: In conversation with CST Gordon, there are still some clubs who have not paid their district dues to date. We are asking you to please forward them to the CST as soon as possible. The new district dues bill will be sent out the beginning of January.
M & A REPORTS: There are six clubs that not sent in any of their Membership and Activities reports so far this year. Some clubs are only sending in their activities reports and others are just sending in Membership reports. All clubs are requested to turn in a monthly Membership Report to Lions International by
